Story details

The UAE Minister of Investment and Saudi Arabia’s Minister of Energy signed a memorandum in Riyadh on October 8 covering railway connectivity and wider infrastructure integration. The reported scope includes moving goods and cargo between the countries and technical and economic studies related to logistics and cross-border transport.

The memorandum also covers cooperation on electricity interconnection and the exchange or sale of power. It provides for technical, economic and environmental feasibility studies to assess potential interconnection, as well as coordination with other Gulf Cooperation Council members on possible expansion of the Gulf electricity interconnection system.

These are study and coordination provisions. The announcement gives no agreed rail route, transmission capacity, project budget, construction start or completion date, and does not say that a new line or cable has been built. It records a framework for evaluating opportunities rather than an operating cross-border asset.

The next substantive information would be study findings or a subsequent project agreement defining technical scope and responsibilities. Until then, neither electricity-trading volumes nor travel and freight time savings can be quantified from this memorandum.
