Story details
The Scottish Government published analysis on 6 October of 316 responses to proposals for a minimum energy-efficiency standard in private rented homes. The consultation received 107 organisational and 209 individual responses.
The proposal would seek reformed Energy Performance Certificate heat-retention band C, where possible, from 2028 for new tenancies and 2033 for all privately rented homes. These dates and requirements remain proposals in the consultation analysis.
Views differed by respondent type: 57% of organisations agreed with band C, compared with 24% of individuals. The report cautions that the consultation was self-selecting, so response shares cannot be generalized to the wider population.
Common issues included whether older or listed buildings could meet the proposed standard, costs and possible rent effects, and capacity for upgrades. The document summarizes consultation views; it does not enact a new standard.
