Story details
The Scottish Government published research on 6 October about tenants’ views of a proposed minimum energy-efficiency standard for private rented homes. The work formed part of wider consultation on the planned standard.
Researchers used focus groups and interviews with 36 tenants. Participants discussed keeping homes warm, energy bills and possible effects of efficiency requirements on rented housing.
The report offers qualitative evidence about the experiences and views of those participants. Its small, non-random sample cannot establish how common those views are among all tenants in Scotland.
The work concerns proposals under discussion, not a standard already brought into force. Its role is to inform policy development by adding tenant perspectives to the consultation record. The publication is evidence about those interviews, not a quantitative estimate of tenant opinion across the country.
