The Saudi Red Sea Authority issued requirements for recreational boat chartering, published in Umm Al-Qura on 16 October. The rules apply to boats of no more than 10 gross tonnes and 11 metres in length within the authority’s Red Sea jurisdiction; diving-service boats are excluded. The requirements take effect 180 days after gazette publication.
Operators need a Marine Activities Operator Licence, while each boat requires a Tourism Charter Licence after inspection. The rules require insurance, Arabic and English emergency plans, pre-departure safety guidance and disclosure before booking of routes, timing, services, prices and cancellation terms. Existing holders of valid authorizations receive a transition period of up to 365 days from publication.
