Story details
The Federal Government has directed public procuring entities to verify Equipment Leasing Registration Authority (ELRA) certificates in equipment-leasing procurement. A Bureau of Public Procurement statement issued on October 21 says the registration condition applies at solicitation, prequalification and financial-bid stages, and that agencies must not approve, award or execute non-compliant leasing arrangements.
The notice enforces a Secretary to the Government of the Federation circular dated August 12, 2026, and cites section 13 of the Equipment Leasing Act 2015. It is an implementation and compliance announcement, not a new October law. The release does not quantify affected contracts or expected savings.
