Story details

Norway’s government proposed a 2027 budget that estimates the combined cost of Noregspris and the electricity-support scheme at just under NOK 16.4 billion. It proposed setting Noregspris at 45 øre per kilowatt-hour excluding VAT, a 5 øre increase, and extending electricity support with a threshold of 79 øre/kWh excluding VAT; support would cover 90% of the spot price above that level in individual hours.

The ministry’s calculation says a typical household in southern Norway using 16,000 kWh a year could save about NOK 8,700 against the estimated NO2 spot price. The estimates use forward prices from July 2026 and scheme take-up recorded in June 2026, and the ministry says actual state costs will depend on prices, household use and enrolment. These are proposals and uncertain estimates, not realized savings.
