Norway proposes changes to district-heating price regulation
Norway’s energy ministry has proposed clarifications to district-heating price regulation, including a limited exception for fixed-price agreements. Consultation runs to 8 December 2026, with changes proposed for 1 January 2028.
Norway’s Ministry of Energy has proposed changes to the rules used to regulate district-heating prices. The ministry said the proposal would largely continue the maximum-price framework while clarifying which supplies are covered and how the regulated price is calculated. It would also permit fixed-price agreements for a limited period to depart from that maximum-price rule.
The proposal includes provisions intended to maintain heat supply temporarily if a concession holder becomes insolvent. The ministry is seeking comments by 8 December 2026 and proposes that legislative and regulatory changes take effect on 1 January 2028. These are consultation proposals; the release does not report an enacted rule or a measured change in customer bills.
